chore: remove Github Action for triggering CircleCI pipeline

We have a Github action that triggers a CircleCI pipeline when a Github PR opens. This PR removes this Github action so that we don't do that anymore.

Verify that no CircleCI pipeline was automatically triggered when this PR opened
