This is present as well with the last officiel 2023.4.0 version of Home Assistant.
This is linked with IOS ( iPad and IPhone) only as it is working under windows and Android

This seems to be an issue in Safari.

Can we add this css property to the rotated div: clip-path: content-box;

I see the same, strange is when you click on 'edit card', it's displayed correctly. But all bars are at 100% when not in card edit mode.

This is specific IOS
I am afraid the développer is not active anymore and we have to forget that card

Thanks to the Hint from @krmarien, here is a quick-fix with Card-Mod for the iOS related View/Card:

style: |
  .circle-container {
      -webkit-clip-path: content-box;
  }  

This is working on my iPhone with Companion-App and the latest iOS.
