My goal in this PR is just to get tests passing again so that we can address issues individually.
The PR is sort of a band-aid. The big change is rolling back versions of
numpy,scipy, andshapely, becausepymthas fallen out of date with newer versions of these libraries. Once #162, #164, and permamodel/permamodel#72 are fixed, tests will pass 馃憤 and the latest versions of these libraries can be used again.
