First published version

This is the first version of the Clusterpy plugin for QGIS.
At the moment with only the Max-p-regions algorithm.

Note: To use the plugin, unzip the contents of clusterpy_qgis_plugin.zip into the plugins directory ~/.gqis2/python/plugins/ and (re)open QGIS.
