Adding the run configurations for clock:start to the .devcontainer configs of vscode and intellij.

This is only about the one commit (0d4f1e31439ccb8f40b527e1a615a224b7a93863). The other changes come from #3739 which would cause conflicts and is unfortunately not merged yet.
