Changes proposed in this pull request:

  • Switches db.m4 to db.m5 for RDS databases
  • Switches db.t2 to db.t3 for RDS databases
  • Making the changes in AWS Console first to control the actual rollout so prod is done during the established maintenance window on 2/29 at 9am ET
