PKI has two models - 

1) centralized with a special "root" trust node, which is the de-facto standard today

2) decentralized using web-of-trust

RFC6091 was a proposal to use OpenPGP certs for HTTPS.

Apache webserver already supports the server-side via the mod-gnutls module.

This project is to include this support in cURL so that we now have a functional client that completes an important part of the story.
