EIA 860 data has a sheet called "Planned" in existing spreadsheet. In the March 2024 data, there are 24 planned projects totaling 3,334 MW.

IL Adjustable Block Program and IL Solar for All each have "Report 1: Project Applications Received" and "Report 2: ICC Approved Projects". Which one should we show? Both?

For both "Report 1" spreadsheets, no address or tract information is included. If we were to map this info, we would only be able to use "Report 2".
