What exactly does this file do? Does it tell GitHub to make an automatic AppVeyor build? Does it help people that clone the repo who want to use AppVeyor? Does it help at all unless I decide to use AppVeyor? |

answers are all yes. Get an AppVeyor account, link to github, add github project on AppVeyor, all are done. |
