[TextArea] Restrict resizing to the vertical axis #315

Current behavior

Users are able to resize the textarea outside of it's predefined container by adjusting horizontally.

Expected behavior

Users are only able to resize the textarea to be taller/shorter

Considerations

Do we want a limit on how tall these textarea elements can be expanded?
