Update on this: I tweaked the "shrinking core" bit to make it clear we don't want to break anyone while doing that. I also added a note on vendor neutrality at the bottom to make it crystal clear that this roadmap should be vendor netural 👍 |

Following the inaugural cert-manager steering committee meeting on 2024-05-09 (see notes) we agreed some changes to the roadmap. This PR implements some initial changes, including rewording, more detail and some initial things from this doc.
