Specifically, this also outlines the features they own, so if there are questions about any particular thing, the owners of the feature would be the right person to go to. It needs to be said that every feature is of course built by the efforts of different developers working together, but as a starting point, owners are a good person to contact for questions as they will know to redirect you to the relevant developer if they themselves don't know the answer
