v110 - mandatory update

this release fixes difficulty retargeting and is a mandatory update.

this client will disconnect from older clients at (GMT): Friday, June 29, 2018 6:00:00 PM
with a Fork set for block 5400.

currently block time is hard to predict, but we are working with a figure of 200 blocks/day, this gives approx 24 hours after disconnecting older clients to fork.
