Use remote arm64 builder

Motivation

• Speed up CI multi-platform builds by using parallel remote docker builder with native arm64 support

Changelog

• Flag to switch between local and local+remote docker builders
• Merge setup-repo-and-short-sha into single setup-repo action
• Add docker labels metadata to built images
