Update to Ruby 3

This branch will need updated installation steps to install the packages listed here before updating the Ruby version.

I'm also hitting an error when running bin/setup on an Ubuntu VM which looks like a version compatibility issue with oj 3.13 (newest is oj v3.16). But this steps seems to be logging an error in circleCI too.
