Description
Fixes issue #12 and creates a html version of the excel documentation.

Please check that we don't unintentionally end up with 2 html versions of the assumptions_decisions_html_template as this has happened when pulling from main, with one version outdated. Unsure why it's been occurring as files have had same names but am only pushing with one version!
Renders ok without issues and QA log enclosed.
