webkit2gtk 4.1 switches from libsoup2.4 to libsoup3 and distros don't want to build webkit2gtk 4.0 any more
- meson uses Python3 and ninja-build - python2.7 doesn't exist in Debian 12 or the latest Ubuntu release

Ubuntu 22.04 LTS (and other recent distros) build the 4.1 API of webkit2gtk so I don't think you need to worry about supporting 4.0.
I didn't touch the snapcraft yaml file which would should first be switched to core22 (to build using Ubuntu 22.04 LTS).
