Summary
Removing the WSL1 test environment from the CI workflows. This was raised in #963 and then causing confusion to contributors in #996, which was not the intent.
Other Information
I still think in we should have test cases for environments we want to support, otherwise there is no drive to resolve the issues causing the errors. Nonetheless, WSL1 isn't an environment we wish to target. WSL2 is, but there is no support for it in any GitHub runner to date (AFAICT).
Hopefully the code removed in the diff is helpful to whomever eventually implements WSL2 test support.
