Initial Commit to arts-link organization

What's Changed

Initial commit of a theme I have been working on for a while just directly inside of a website theme directory and want to expand into a customizable theme theme for product / service companies.

• Alert banners
• Dark Mode
• Featured Item blocks on home page
• Special hidden-home template to display only a short message and a large bg image cover
• tailwindcss setup and pre-configured with simple copy config setup
• fontawesome icons setup
• toc setup as partial to be included from front matter param
