Adds a client for the algobank example contract.
This is mainly to provide an additional example for how the contract can be deployed and used on a network.
At the moment this is a draft because there's no way to test the client and make sure it is still correct going forward. However, I believe it may be possible to add this to our integration tests, and if done, it would provide some additional contract behavior testing as well.
