Just a test branch for now for pull request diffing and review by @afni-rickr
This version is from @leej3 dask_template_construction_dev including pipeline_utils to wrap system command calls and afni_base.py changes for "strict" initializations. Works with AFNI format under stand-alone, localcluster and SLURM. Still needs NIFTI format.
Have another branch with version based on the previous dask_template_construction (without the _dev) that does work with NIFTI and AFNI but missing some of the later functions from @mrneont and lacking the pipeline_utils wrapping.
