Adds support for Amazon Linux 2023:

  • Doesn't use amazon-linux-extras as these no longer exist for AL23
  • Installs tc via iproute-tc package
  • Uses dnf instead of yum

stress-ng doesn't seem to be available in AL23, even though this suggests it should be.

Opened amazonlinux/amazon-linux-2023#368 to investigate.

Converted to draft while we wait for an answer/fix.

Answer: requires a specific base version of amazon linux 2023 to work. I will not include applying that upgrade as part of InstallDependencies.
