Populates contents of papers website.

How to use

• Make a copy of TEMPLATE.md and name it according to the convention yyyy-mm-dd_Short_Title.md.
  • DO NOT USE SPACES
  • DO NOT PUT QUOTES AROUND FIELDS AT THE TOP.
  • You MUST name the file with .md at the end.
• Fill in the various sections and save it in the /reviews/ folder.
• Create a PR.

On merge of the PR, some magic happens and it should be on the website within a minute.
