Added shield definitions for the arterial and collector routes in Ecuador’s national highway network.

Ambato

The “E” is intentional; that’s how the signs look in the real world and apparently on maps.

Fixes #455.

Five-digit collector route numbers are very small, possibly too small to be legible on 1× displays. I tried defining four-digit-wide shields shield40_us_interstate_4 shield40_ec_collector_4, but they ended up getting displayed even for three-digit Interstate routes, which looks terrible:
