Add WRF 4.2.2 Container

Add the WRF 4.2.2 container that we are using in the Container Tutorial to the CTL

Why? To have a decent HPC software example template.

• Fork the repo from here with existing files
• Do some repository cleanup to match our CTL format
• Minor improvements/additions
  • Add version pinning explicitly
  • Some examples of how to use (script or simple docs in README.md in the repo)
  • Comments in Dockerfile

Optionally

• Test Singularity definition file for non-TACC XSEDE machines
