Add devcontainer config for easier builds on

Adding this configuration file makes it easier to quickly setup an sandboxed build environment on any OS which already has devcontainer client support, for example with VSCode installed.

Sorry for late reply, I was focused on other stuff. I checked out this quickly, seems good. Anyway, there is a CI-side build test is needed to verify this thing and be sure everything is valid if any changes was done properly and didn't broke this build. I'll try to migrate this thing to GitHub Actions in some moment and make it work easier.
