Changes:

adding functionality for run-by-run cutflows to BasicEventSelection to help with diagnosing problems when running over period containers containing a large number of runs
allowing a modifiable stream name for TreeAlgo
adding additional flavorTagTLA detail string for saving HLT jet flavour tagging information on TLA jets including fastDIPS scores
