Stubs for WordPress 5.0.0

As of stubs version 4.9.8, stubs were generated with the PHP gettext extension active, meaning the _() function is no longer included in the stubs. As of this version (5.0.0) we commit to this choice (meaning our build script now enforces this requirement). This will almost certainly not affect your workflow if you're using the stubs, although it does allow the stubs file to be successfully loaded and executed by php versions with the gettext extension installed.
