Detailed description

Add a pull request template to the repository. This way, we can know more information about the pull request: what does it do, its goal, etc..

Context

This is useful for the maintainers to fully know about the PR, what does it do, its goal, etc..

Possible implementation

Add a pull request template to the repository.

Additional information

If you want, I can work on this. I have a few good templates out there. 🙂
