SKON Language Version 1 Release Candidate

This is the release candidate for language version 1 of the SKON and SKEMA languages.

This release contains specifications for SKON and SKEMA and how the data in such files should be interpreted.
Many specifics of implementation and API is left to the user, though some best practices and recommendations are made.

This release aims to contain syntax and specifications that last a long time.
Syntax between versions has no guarantee of being similar to the previous version; though syntax should only be changed with good reason and careful consideration.
