This PR adds the following enhancements:

  • use hatch instead of the deprecated setuptools approach
  • add a conda env file to streamline the development environment creation
  • documentation updates to reflect the new workflows (build and release)
  • remove redundancy from themes
  • add GH actions workflow to check the extension can be built

@gabalafou this is a very meaty PR so what would be useful from a review pov would be to follow the instructions to set the Dev environment
