The version of CCBS algorithm that was used for experimental evaluation in AIJ paper.
It was branched from AAAI-21 release version. Disjoint splitting and high-level heuristics were disabled during the tests. To get the original prioritizing conflicts enhancement (described in AIJ paper), cost-impacts of all cardinal conflicts were set to 0.
