Design Issues: The process to resolve lower level architectural and design conundrums

The scope of the design issue resolution process is not investment choices, not usually high customer impact choices(handled by UFOs or voted on by the POC) but more getting an architectural opinion.

How the process works:

1. Create an issue - that describes the problem (pick a blank template for now) or use the existing one if succinctly scoped
2. Tag it with the "design-issue" tag
3. Via the RHS of the issue's page assign the issue to project "Design Issues", "Backlog" column.
