OpenHV is technically an OpenRA total conversion mod, so many settings and engine internals from it apply here as well. Major changes are the file format for sprites which is palette indexed .png
and GIMP / Jasc PaintShop Pro .pal
and IMA ADPCM or PCM .wav

Vorbis for sound and music. Just like the open standards based choice for file formats, all assets are strictly Open Source licensed. Check the README.md

files for details. The opt-in telemetry data was removed. Most of the custom code involves gameplay and AI additions.
