City Map overlay not populated with vehicles/objects on game start until time moves forward #1434

!BUG! low priority This is a bug in OpenApoc. It will need resolving when time allows. On starting a new game

Head to the map

No units are apparent on it until you allow time to pass

Any units in the city and not in buildings should be drawn at all times and have their status updated on the fly to hostile/neutral/friendly too should this change whilst the map is shown

I was under the impression that all units started in buildings when the game starts and emerge when time is allowed to pass. If this is true, nothing would be shown right away on the map. Did units start in the city in OG?
