PuTTY CAC 0.76 Update 4

This is a bugfix release for PuTTY CAC 0.76 that is based on the upstream PuTTY 0.76 code. This release was compiled with Microsoft Visual Studio 2022.

Bug Fixes:

• Addressed where key usage prompting with PuTTY keys in Pageant could cause the Pageant to crash.
