NRVE 1.1

The release of the updated NRVE smart contract deployed to the NEO blockchain. A bug with neo-python caused the original NRV token to be invalidated, so this is the updated contract. The private pre-sale had already been completed on the NRV smart contract, so the contract has been updated in this release to support manually distributing the pre-sale NRVE tokens based on their original contributions during the NRV private pre-sale.

The rest of the sale remains unaffected by this pre-sale distribution change.
