Rules

1. Create a new author

   1. Every author has name, email and description
   2. We want to know the exact registration hour

2. Restrictions

   1. The instant could not be null
   2. Email is mandatory
   3. Email valid format
   4. Name is mandatory
   5. Description is mandatory and must no exceed 400 characters

3. Expected Result

   1. New author and 200 status (HTTP)
