Zopfli KrzYmod win/lin builds v18.2.7

This version adds a lot of improvements, mainly by extending block splitting functionality, as well as affinity setting and fixes ARM CPU crashes bug existing since the original. New switches:
--aff#
--maxrec
--sb#
--slowdyn#
--testrec#

Renamed/Removed switches:
--slowsplit was renamed to --slowfix,
--v6 was removed, maximum verbosity level is now 5.

All are built using LTO and PGO.
