Revise the layout and UI so that there is a main panel, a controls panel group on the left, and a results panel group on the right. The layout of minerva should be configurable, and the default minerva application should create a layout which has the current set of widgets.

controls panels:
-sources

-layers
-jobs

results panels:
-time series plot (even though this doesn't exist in minerva currently, let's build a rudimentary one that we can test in the results panel); the basic idea is to be able to test panels in the results panel even if we don't have any in the default minerva configuration, so whatever is simplest to enable that testing
