bug reports for the experimental builds

#Intro this article lays out extra guidelines for submitting an issue on the experimental builds. (sorry for all of the different articles). before continuing, make sure you have the newest build from the Jenkins server.

##Inter-Mod issues if this mod is having issues with another mod, the following applies. make a fresh install with only this mod and the other mod and attempt to reproduce the bug. if it is still broken, go to the issue tracker, and submit a new issue with a title along the lines of [Experimental build #{latest_build_number}] {issue_name} replacing the parts in curly brackets with the appropriate info. pictures are GREAT with helping to troubleshoot. as before, please use gist, pastebin, or the like for crash reports, NOT THE REPORT TEXT!

#Inner-Mod issues if the issue you found is specifically relating to misc-add, read this bit instead. make a fresh install with only this mod in. the rest of the instructions are the same
