Multiple server admin quality of life changes, including:

• Ability to disable update checks in the config
• /celeste reload command for reloading the config without needing to restart the server
• Fix for update checks alerting needlessly due to spigot API caching of version numbers
• Ability to disable shooting stars or falling stars in the config
• Debug mode config flag to see when shooting and falling stars fall from the server console (Careful, this may cause console spam if left on!)

• Added /fallingstar [player] and /shootingstar [player] commands that allow you to target specific players
• Made /shootingstar spawn shooting stars directly above the player rather than around them
• Added the ability to customize the text for "Make a wish!" that appears when a particular player summons a shooting or falling star via command
• Made the config generate by default, now that I am confident in the default values
