feat: Onboard Vaccination Search Insights dataset (#113)

* YAML config files for C19 VSI dataset

* generate .tf files

* generate DAG file

* use sni instead of snf columns

* use partitioned tables

* feat: modify BQ table template to use partitioning and clustering

* fixed YAML indentation

* fixed DAG ID
