I would expect if we're updating the Rules of Use content, we'll also update the rules_of_use_updated_at configuration value in production so that users are forced to re-accept on their next sign-in. Is that correct / planned?

Should we update this when this actually goes live? Around April 23rd?

Yeah, we'll want to update the configuration at the same time the content changes go live.
