Now using v3 of the Trove API. Changes include:

• Update trove-newspaper-harvester and trove-query-parser packages for v3 support.
• Update all Python packages
• Make default runtime Python 3.10
• Add jupyter_lab_config.py file to configure Voila and default lab url
• Move scripts to a scripts directory
