Let users opt-out from receiving emails

We sometimes send emails out to certain users, mostly for monitoring, e.g. for a list of users we set in the config, or since #541.

It'd be up to modern standards if we let users check off receiving any emails, maybe on their /logged-in-user page. At this time, that is only for showing data, though.
