build(deps): bump hawk and chimp in /tests

Removes [hawk](https://github.com/mozilla/hawk). It's no longer used after updating ancestor dependency [chimp](https://github.com/xolvio/chimp). These dependencies need to be updated together.

Updates `chimp` from 0.51.1 to 4.3.0
