What does this PR do?

Add resource | Improve repo

Description

In 2010 Dag Langmyhr wrote a small informational pdf about using colours in LaTeX.
The source is the University in Oslo.

Why is this valuable (or not)?

Adds useful information for anyone interested in LaTeX.

How do we know it's really free?

It is not locked behind a paywall or login.
Same source as the previous Norwegian LaTeX documents - https://www.mn.uio.no/ifi/tjenester/it/hjelp/latex/

For book lists, is it a book? For course lists, is it a course? etc.

All these links look really similar. I wonder if there is a more generic link we could use that captures all of these. If not, this looks good to me!

This address -> https://www.mn.uio.no/ifi/tjenester/it/hjelp/latex/ <- does have a bunch of latex related information, unfortunately it is a mix of Norwegian and English and I found at least one dead link and another that leads to an ftp server. I don't know of a good way to deal with that.
