Dedication for CB 1.10

Compatible release of Dedication for CB1.10. Addresses most of the really awful bits about prior iterations of Dedication, such as "across the world" combattagging due to reinf damage, etc ...

Focuses on its core -- suppress random acts of destruction or violence until the player has reached a configurable "minimum dedication" shown by various acts.

We strongly recommend altering the default config, as it's not great, but is illustrative.
