When the server is ready, we should replace the toil launch-cluster-based tutorial with one based on launching the Toil server somewhere with compute resources it can use, and using some kind of WES CLI to send workflows to it.
We could also show using local servers instead of having people manually invoke all the workflows, if that turns out to make sense.
This would maybe help with keeping track of potentially-abandoned cloud job stores.
